Since 1927, there had been talk of transforming the School of Arts and Industries, which was housed in the Town Hall, and creating a public library.
In 1930, the cork industrialist, Joan Miquel Avellí, bought the land in Tarongeta road and handed it over to the Town Hall. In 1932, the first stone was laid of a building designed by the Gironan architect Emili Blanch i Roig (1897-1996). It is one of the few examples of Rationalist architecture that is still preserved within the region of Girona.
In 1935, it was opened as the School of Arts and Crafts and a Language School, and in 1938, it became home to the Public Library. After the war, the school began to decrease its activity. The library remained there until 1967. From 1973 to 1984, the building housed the Baix Empordà Institute, and from 1987 to 2014, it was the headquarters of the Museu del Suro (Cork Museum).
Currently, the Institute for Economic Development of Palafrugell and the Performing Arts Group share the building.
